Accounts Payable Manager
Contract/Part-time
$30.00-35.00/hour
GENERAL OVERVIEW
The Operations Manager manages implementation of the Workforce Innovation and Opportunity Act (WIOA) Title I programs for the Virginia Career Works Piedmont (VCWP) and evaluates associated policies, procedures, and systems. This position manages financial operations and monitors contracts and other activities of the public workforce system in the region. The position be responsible for managing the Accounts Payable for a new nonprofit ensuring accurate and timely processing of invoices, payments, and reconciliations. You will also be responsible for leading process improvement initiatives and ensuring compliance with company policies.
SCOPE OF WORK

Manage and ensure timely and accurate processing of invoices, payments, and reconciliations

Develop and implement process improvement initiatives to increase efficiency and accuracy
-
Ensure fiscal compliance with company policies and procedures, as well as regulatory requirements
-
Monitor fund balances and cash requirements for all funding streams
-
Inspect paid and unpaid invoices including cleared payment inquiries and check voiding to maintain accurate files and records
-
Review automatic payments to ensure correct coding and authorization and sufficient contracts and documentation

Create and maintain systems to monitor outstanding grants
-
Develop and maintain a filing system for financial information, records, and documents to ensure information is easily available for auditing purposes

Monitor account balances, track expenses, prepare analyses of accounts and related financial activity to produce monthly financial reports

Assist with grant writing and provide necessary reports for the purpose of quarterly and annual reports

Develop annual budgets and infrastructure funding agreements

Ability to manipulate substantial amounts of data and ensure that billing, payroll, and accounting transactions are accurate, timely and complete

Proven knowledge of payroll and accounting principles, practices, standards, laws, and regulations

Maintain high level of confidentiality
KNOWLEDGE OF

Federal, state, and local regulations relating to public, grant development agencies.

Grant writing techniques and practices
-
Ability to write clear, structured, articulate, and persuasive proposals
-
Budget development for grant writing. Intermediate knowledge of Microsoft Excel, including pivot tables, filters, and charts
-
Intermediate knowledge of Microsoft Word to format reporting, create sections and headers, and format tables
-
Knowledge and operation of a computer and assigned software along with Google Suite and Quick books
-
Interpersonal skills including tact, patience, and courtesy
PREFERRED SKILLS

BS degree in Accounting or Finance, or related work experience

Proficient in Microsoft Office (Word, Excel, Outlook, Publisher, PowerPoint)

Proficient in Google (Docs, Sheets, Hangouts, Meetings, Mail)

Strong oral and written communication

Strong eye for attention to detail and accuracy

Excellent organizational, time management skills and attention to detail

Proficient in accounting software. Strong Excel experience

Works independently with little supervision while producing high quality deliverables

Ability to lift 25 pounds to transport materials, refreshments, files, handouts, and equipment
